He grew up in Grindleton, a small village in the Ribble Valley region. Holden completed his undergraduate studies at the London School of Economics. He had also worked as a waiter and a bar staff for Emporium Ltd in Clitheroe during his struggling Days. He obtained his degree in BSc in Government and History in 2007.

After finishing his bachelor, he began working as a Data Entry Officer at Conservative Campaign Headquarters(CCHQ) in August 2007. Holden was appointed the Parliamentary Under Secretary of State for roads and Local Transport in October 2022.
