Muhammad, a well-known Muslim face of the Keralan Congress, was elected eight times to the state Assembly from the Nilambur constituency in Malappuram. He had four terms under his belt as a minister.

He served as the ministry of Oommen Chandy’s power minister from 2011 to 2016 during the Congress administration.

In 1952, Muhammad joined the Congress, and in 1958, he was elected to the Kerala Pradesh Congress Committee. He had been a state leader of the INTUC, the trade union branch of Congress, and later served as the president of the Malappuram district congress committee.
