Mangum was raised in Mobile, Alabama, after being born in Charleston, South Carolina. He relocated to Orlando after finishing high school and obtained a psychology degree from the University of Central Florida.

 At the SAK Comic Lab in Orlando, Mangum began his comedy career alongside Wayne Brady, with whom he would subsequently work on such projects as Let’s Make a Deal, Drew Carey’s Improv-A-Ganza, and The Wayne Brady Show. In 1995, he relocated to Los Angeles to further his comedic career. Mangum is wed to casting director Leah Stanko, and the two of them have two boys.
